The billing period is 1, 3 or 6 months. A longer period does not mean a larger question allowance: the question allowance applies per project, per calendar month.

An extra project works as an independent project and receives the plan's full base question allowance. For example, with the START plan 1 project = 15 questions / month, 2 projects = 15 + 15 questions / month, kept separate per project.
The question allowance can be expanded per project: the additional capacity applies to the project it is assigned to.
A question add-on increases the monthly capacity of an existing project; it is not a new project, and it is not a shared account-level allowance.
The two add-ons are different by design: an extra project is a new, independent project with its own full base allowance, while a question add-on increases the capacity of an existing project. The allowance lives per project, so it cannot be moved from one project to another.
